Work package 12: (Social) Participation and basic social security – SGB II as benefit system and individual life situation

The following three institutes work together in work package 12: the Sociological Research Institute (SOFI), the Research Data Centre (RDC) of the German Federal Employment Agency (BA) at the Institute for Employment Research (IAB) and the Hamburg Institute for Social Research (HIS).

The work package deals with the redesign of the relation between labour-market politics and social politics in the context of the most important institutional change in the design of the German welfare state, initiated in the 2000s and known as theHartz-reforms. The new benefit system of basic social security (SGB II, Hartz IV) aims at social participation of unemployed persons by a quickintegration into work and thereby also targets their family and household environment.

There are three central questions:

  • What role does the SGB II in the German employment system have? In particular: Against which labour-market risk does it insure and how does the addressing of problems by the welfare state influence the employment system? What is the main non-employment-status in the SGB II?
  • Which temporal patterns of benefit receipt can be found in the basic security system? Which kinds of employment trajectories are affected by SGB II and how can biographical risk situations be characterized? Which significance do benefit communities (Bedarfsgemeinschaften), thus the employment biographies of the relatives of benefit recipients, have?
  • What is life like with and in the SGB II? How does the basic social security for job seekers influence the scope of independent labour-market participation and lifestyle?

As the SGB II is at the interface between labour-market policy and social policy there is a need for an integrated reporting approach, which takes into account all dimensions of participation affected by the SGB II. In cooperation with work package 10, concepts for the monitoring of consumption and supply levels are adjusted so that the system-related peculiarities of individual circumstances in the SGB II receipt are taken into account (such as penalties and unacknowledged requirements, local/municipal integration services and non-cash benefits taken from theeducation and inclusion subsidies from 2011).

Secondary analysis of existing statistical products, the labour-market reporting of the BA, single case studies as well as analyses of quantitative and qualitative micro data are planned. Starting point for the micro analysis are persons of working age, who had at least one episode of benefit receipt under SGB II since 2005. Apart from the PASS and the SIAB, which is also analysed in work package 5, theAdministratives Panel (AdminP) of the IAB and the FDZ-IAB will be analysed for the report. In addition, secondary analyses of the IAB’s qualitative panel study will be performed.
